W.Va. city council refuses to pay bills

HURRICANE, W.Va. (AP) — The city of Hurricane has plenty of money, but isn't going to pay any bills this month.



City Council members voted 3-2 this week not to use any of Hurricane's general fund to pay bills in November.



Council members say they believe some bills are improperly paid without their input.



Councilwoman Lana Call says she's also concerned about how much money the Putnam County town, with an annual budget of $8 million, is spending.



Mayor Scott Edwards is worried that refusing to pay bills will hurt the city's credit rating. He's scheduled a special meeting for Nov. 9 in hopes that council members will change their minds.
