Harrison road agreements OK’d

CADIZ - Harrison County commissioners approved two road-use and maintenance agreements that were tabled at the last two meetings.

Chesapeake modified the appendix to the road-use agreements stating the company will place signage and monitor the adjacent route as well as document the condition of the remainder of county Roads 47, 31 and 16. The documentation of conditions prior to the agreement will allow Chesapeake and the county to inspect the roads after a well has been completed. If any damage is sustained to the road due to traffic to the well by Chesapeake or contractors, the company makes a good faith promise to rehabilitate the road by promptly repairing the road to a condition consistent with the condition prior to the road-use agreement.

"I feel that this agreement satisfies the conditions that we specified to Chesapeake and in good faith we need to approve it," commission Chair Don Bethel said. "If this type of agreement does not work for us then we can amend our position with these drilling companies at that time requiring that the road-use and maintenance agreements cover the entire length of any roads in the county they want to use."

The commissioners also approved a right-of-way, first approved by the board in 1947, for East Ohio Gas for a rail crossing to Blue Racer Midstream.

Commissioners also approved a resolution allowing a sub-agreement between the county Child Support Enforcement Agency, the board and the Department of Job and Family Services.

"This is a requirement by Ohio Revised Code, which allows the Child Support Enforcement programs to obtain their percentage of federal financial participation, for eligible program costs," said David Watson, executive director of the CSEA. "The allows us to receive federal funds for 2013 through 2015."

In other business, the board:

- Approved a $1,000 appropriation request from the sheriff for $1,000.
