Rush Run slide fix puts county atop District 11

STEUBENVILLE - Jefferson County again will lead the seven-county Ohio Department of Transportation District 11 in construction projects this summer and fall, but only because of an expensive rock slide on state Route 7 in Rush Run.

ODOT released its summer improvement schedule, which includes $2.3 billion in work statewide. The largest project is for $330 million for the replacement of the eastbound Innerbelt Bridge in Cleveland.

Jefferson County's ODOT work totals $48.6 million, which includes the state and local share.

About half of that - $21.9 million - is for the slip-repair project on state Route 7 at Rush Run. Work began in September and won't be completed until June 2014.

Beaver Excavating of Canton was awarded the project.

A 2,800-foot retaining wall was built at the Rush Run site. About 2 million cubic yards of dirt and rocks will be removed.

As part of the project, 46 million gallons of water, or the amount of water in 70 Olympic-size swimming pools, will be drained from an underground mine. ODOT will use a bed of limestone to treat the water before it is drained into the river.

The next biggest project is the $7.4 million new ODOT county garage to be constructed on county Road 43, just south of the Jefferson County Industrial Park.

Other projects include a 3-mile, $4 million resurfacing project on U.S. Route 22, beginning east of state Route 43; a 9-mile resurfacing of state Route 150 from Mount Pleasant to state Route 7 costing $2 million; a $1.1 million bridge replacement on state Route 150 over Short Creek about 3 miles west of state Route 7; $1.8 million bridge repair on state Route 7 about one-half mile north of state Route 151; $2.6 million bridge deck replacement on state Route 7 about 1.5 miles north of state Route 151 in Mingo Junction; $381,872 expansion of the park and ride lot at state Routes 213 and 7; and $244,500 for the observation deck on the Fort Steuben Bridge pier at the Steubenville Marina.
