39 facing drug charges

NEW CUMBERLAND - An investigation into illegal drug trafficking in Hancock County that began in September has resulted in federal or state charges against 39 individuals, most of them local.

U.S. Attorney William Ihlenfeld on Thursday reported a federal grand jury in Wheeling returned indictments against 19 individuals in three indictments alleging their involvement in the distribution of heroin, methamphetamine, crack and powder cocaine, marijuana and oxycodone in Hancock County:

West Virginia: Michael Ogden Allen, 22, Chester, seven felony counts related to the distribution of heroin and methamphetamines; Edward Leon Crow Jr., Newell, eight felony counts related to the distribution of heroin, cocaine, cocaine base, oxycodone and marijuana; Brian Custer, 30, of Newell, 10 felony counts related to the distribution of heroin, cocaine, cocaine base, oxycodone and marijuana; Brandon Dunn, 28, Chester, 19 felony counts related to the distribution of heroin, cocaine, cocaine base, oxycodone and marijuana; Justin Graham, 30, of Newell, eight felony counts related to the distribution of heroin, cocaine, cocaine base, oxycodone and marijuana; Karen Graham, 41, of Newell, three felony counts related to the distribution of heroin, cocaine, cocaine base, oxycodone and marijuana; Elizabeth Kwolek, 20, Chester, nine felony counts related to the distribution of heroin, cocaine, cocaine base, oxycodone and marijuana; Larissa Ann Mariner, 28, Newell, six felony counts related to the distribution of heroin, cocaine, cocaine base, oxycodone and marijuana; Kyle Robert Thorn, 27, Chester, three felony counts related to the distribution of heroin and methamphetamines; and David Wesley Treadway, 54, Newell, eight felony counts related to distribution of cocaine base.

Ohio: Shawn Lee Danver, 29, East Liverpool, two felony counts related to the distribution of cocaine base; Brandi Lou Hissom, 37, East Liverpool, nine felony counts related to the distribution of cocaine base; Brittany Lucinda Hissom, 18, East Liverpool, eight felony counts related to the related to the distribution of cocaine base; Antonyo W. Johnson, 26, East Liverpool, eight felony counts related to distribution of cocaine base; Nikki J. Koffel, 24, East Liverpool, five felony counts related to distribution of cocaine base; Randy Allen Savors Jr., 35, East Liverpool, two felony counts related to distribution of cocaine base; Tony Wolfe, 39, East Liverpool, 11 felony counts related to distribution of heroin, cocaine, cocaine base, oxycodone and marijuana.

Pennsylvania: Malik Alonso Ware, 30, of New Brighton, 10 felony counts related to the distribution of heroin, cocaine, cocaine base, oxycodone and marijuana.

Also indicted by the federal grand jury was Antonio Scott Frazier, aka Antonio Scott Harlin, 27, no address listed, charged with six felony counts related to distribution of cocaine base.

Facing charges in Hancock County Circuit Court are:

West Virginia: Rosalyn Galloway, 28, Newell, delivery of a controlled substance; Scott R. Lamb, 30, Chester, delivery of a controlled substance; Christian D. Parr, 28, Colliers, delivery of a controlled substance; Heather Wells, 32, Chester, conspiracy to deliver controlled substances and delivery of a controlled substance.

Ohio: Brian Humphrey, 33, East Liverpool, conspiracy to deliver controlled substances and delivery of a controlled substance;

Pennsylvania: Joshua Ryan Ayers, 23, Aliquippa, conspiracy to deliver controlled substances, delivery of a controlled substance, transporting a controlled substance into the state and delivery of a counterfeit controlled substance; Amanda M. Mackall, 20, Georgetown, conspiracy to deliver controlled substances, delivery of a controlled substance, transporting a controlled substance into the state and delivery of a counterfeit controlled substance; Dwayne Whitaker, 25, McKees Rocks, delivery of a controlled substance.

Also facing state charges as part of the investigation are James A. Acconcia Jr., 47, Newell; James A. "JT" Acconcia III, 26, Weirton; Courtney Marie Boyls, 23, Weirton; Adam Scott Graham, 26, Newell; Bonnie Graham-Buckley, 31, New Cumberland; William Joseph Hart, 26, New Cumberland; Mystie Leigh Huggins, 29, Wellsville; Richard Alan Maxwell, 39, New Cumberland; Dustin Mitchel McCoy, 34, New Cumberland; Luke A. Morris, 34, East Liverpool; Christopher Carlton Nixon, 34, Newell; John Robert Spears, 38, Weirton, and Dawyne Whitaker, 25, McKees Rocks, Pa.

During the sweep, Ihlenfeld said additional quantities of illegal drugs were recovered and additional charges may be filed.
