Village updated on water plant project

WINTERSVILLE - Updates on the village's waste water treatment plant project were announced at Thursday's council meeting.

Village Administrator Walt Ziemba gave council members an overview of Phases 1 and 2 of the project.

"The construction company recently completed pouring cement for the new digester," he explained. "They also raised a portion of a wall at the E.Q. basin and recently began excavating the U.V. channel. The project is still on schedule."

Phase 1 of the project will include headwords; new screening; grit and grease removal; new grit classifier building; new influent and effluent flow monitoring; new aerobic digester tank; new scum pump station; replace aeration diffusers; new belt filter press; rehab clarifiers; geodesic dome clarifier covers; UV disinfection system; update electrical system; two new blowers; raise flow EQ tank wall; and asphalt resurfacing.

"I will also meet with associates from W.E. Quicksall next week to discuss the lift stations for Phase 2," he continued. "We are looking at including more technology in the lift stations with computer capability lines at the waste water treatment plant. This would include updates on the levels, if pumps go out, and just general checking of the lift stations. It would be a remote monitoring system."

Ziemba then asked council to increase the accrued hours of village employees to 600.

"The maximum hours of accrued hours for personal leave for employees currently is 480 hours," he began. "However, many of our employees are bumped up right against that number. I would like to change that and offer employees the chance to accrue up to 600 hours of personal leave team."

Council passed a motion allowing employees to accrue 600 hours. Ziemba noted, however, that "if employees retire or leave their position, they will only be paid up to 240 accrued hours."

Council then passed a second reading on an ordinance addressing water rates.

"This ordinance states that there will now be an increase to the base rate," Mayor Bob Gale stated. "The increase will cover costs associated with repairs and equipment for water issues, as well as employee wages, benefits and health care. The rate increase will not affect usage of water, sewage or sanitation."

Gale noted the increase will be approximately $3 per month for residents and small businesses.

A moment of silence was observed before the meeting in remembrance of village resident Margaret Kettlewell, who died Thursday.

"Mrs. Kettlewell was one of the village's lifetime achievement award winners," Gale noted. "She will be a hard woman to replace, and we will never forget her. She did a lot for our schools and our community as a whole. Our thoughts and prayers go out to her family."

In other business:

Ziemba announced the 24th-annual Fort Steuben Burial Estates Easter Egg Hunt will be held at 2 p.m. March 24. Children ages 2-10 are invited to attend. Council passed a motion to donate $100 to the event.

Councilman Jason Mattern welcomed Scotty's Sandwich Deli to the village.

Councilman Tom Bottorf asked Ziemba to apply for a $5,000 grant through the JB Green Team to help with the community cleanup days.

Mattern announced the village has been awarded a $15,000 grant through the Ohio Department of Natural Resources Nature Works Grant program to help with recreational equipment behind the municipal building.

The next council meeting will be held at 7 p.m. on Feb. 21.
