STEUBENVILLE - Andrew J. Vogel, 27, of 9842 county Road 39, Bloomingdale, was arrested today after he was caught inside a home in the 3900 block of Portland Boulevard stealing copper piping, City Police said.
A witness called police around 12:10 a.m. today to report what was believed to be a flashlight inside the home. Police were checking the residence, when an officer looked through a garage window and saw Vogel inside. Vogel took off running out of the home but was temporarily detained in an alley, police reported. Vogel struggled with the officer and again took off running. Several officers searched the area and caught Vogel in the woods near the county children's home, police reported.
Officers found a pipe cutting tool and cut copper piping on a blanket inside the home.
Vogel was charged with burglary, possession of criminal tools and resisting arrest. He was being held in the county jail on a $100,000 bond.
Vogel told officers he broke into the home because of a drug problem.
Vogel was on probation out of Jefferson County Common Pleas Court after being sentenced in July 2011 on charges of theft of an automobile, theft of checks and forgery.
