Repaving to wait in Ward 4

WEIRTON - Delays in securing Community Development Block Grant funding for the 2012-13 fiscal year mean residents of Ward 4 are going to have to wait until spring to get their streets repaved.

The city had planned to use roughly $130,000 in CDBG funding to pave several Ward 4 streets.

In the past, the CDBG award has come through at the same time the city is doing its general fund paving projects. This year, however, the government's funding approval was late in coming.

City Manager Valerie Means said the project couldn't be bid until the grant was awarded. That, coupled with the limitations of the contractor's own work schedule, delayed the project until spring.

"We were waiting for the OK for Ward 4," Means told the city's finance committee Thursday. "We had to wait even to go to bid. The expectation was that the (Ward 4) streets would be paved in the fall season, but there was only one bid, and (the bidder) made it clear they could not do the work until spring."

Since the lone bid, submitted by Carl Kelly Paving, stipulated that no paving could be done this fall, Means said the project likely will be rebid in the spring "and, hopefully, we'll get other bids," she said. "We have until June 30 (to spend the CDBG money)."

In the meantime, Means said city crews will do what they can to help.

"Because residents there expected some streets to be paved, we're going to go back and patch, do whatever we can in-house for them," she said.
