Pre-applications for housing rehab program accepted

STEUBENVILLE - The city planning and zoning commission will begin accepting pre-applications for its Housing Rehabilitation Program on April 17.

Pre-applications will be accepted at the Municipal Building at 115 S. Third St. between 9 a.m. and 3 p.m., Mondays through Fridays.

According to Urban Projects Director Chris Petrossi, "This program provides financial assistance to homeowners to correct property maintenance code violations and complete lead-based paint hazard control. In order to be eligible, households must own and occupy their home, meet income guidelines and cannot have been assisted under the housing rehabilitation program within the last10 years."

Petrossi said housing units must be owner occupied and be a single family detached dwelling.

"The dwellings must be capable of being rehabilitated with the funds available, cannot be located in a flood plain area, have all mortgages, property taxes and assessments paid and current, or have an acceptable payment plan arranged," noted Petrossi.

"The homeowners must have current insurance coverage and cannot cause involuntary displacement or require relocation of families. Other restrictions may apply. Assistance will be provided in the form of a deferred payment loan which will be partially forgiven over a 10-year period provided program requirements are met," continued Petrossi.

"If the owners were on a previous application list and not assisted, re-application will be required," added Petrossi.

"Pre-applications will be considered on a first-come, first-served basis. Handicapped homeowners may send a representative or call (740) 283-6000, extension 1700, for a pre-application," Petrossi said.
