9:30 p.m. Council says no to rezoning request

STEUBENVILLE -- The proposed rezoning of two Sunset Boulevard properties to allow a restaurant to move its business and future commercial development was defeated Tuesday night by a unanimous vote of City Council.

Nino and Dawn Scaffidi had already seen their request to rezone 2804 Sunset Boulevard rejected last week by the city Planning and Zoning Commission.

They had hoped to relocate Scaffidi's restaurant to the new site.

But local residents opposed the rezoning ordinance that included an adjacent property that could have been used for future development.

The council unanimously approved a rezoning request from Joe Luckino who wants to open a pizza shop on Lawson Avenue in a building that was once home to Fox's Pizza.

The council had 12 ordinances to consider during the regular meeting including legislation that will see the city recoup some expenses involved in responding to traffic accidents.

Sixth Ward Councilman David Lalich said the proposed city law, "is for public safety services that are beyond the core governmental services and are outside the primary function and scope of basic criminal protection, investigation and fire suppression."

In conjunction with that measure the council also approved an ordinance authorizing the city manager to enter into an agreement with Cost Recovery Corporation, "to handle the cost recovery services."

An ordinance for the city to contract with GovDeals Incorporated to sell certain city equipment on an internet-based auction.

According to Finance Director Alyssa Kerker the city has certain equipment items no longer needed that can be sold on the internet auction Website to other governmental agencies.

Kerker said the auction of city owned property such as vehicles and office equipment will continue on a periodic basis.

A first reading was heard for an ordinance authorizing the rezoning of the the former DiNovo and sons Chrysler-Dodge property on North Third Street from Business -1 to Industrial -1.

The Famous Furnace industrial supply company has requested the rezoning so the firm can move its business from Adams Street to the dealership garage property.

The city's Planning and Zoning Commission has scheduled a public hearing on the rezoning request on April 4.

That legislation will receive three readings and the final reading was set for April 12.

Legislation was approved to advertise for bids for a qualified consultant to work on a new citywide comprehensive plan.

The city's current comprehensive plan was written in 1964, according to Urban Projects Director Chris Petrossi.

"A new comprehensive plan is necessary if the city asks for a better government bond rating, said Fourth Ward Councilman Fortunato.

The council will also consider legislation Tuesday to advertise for bids for recreation improvements at Beatty Park.

The council has already approved moving $55,000 in Community Development Block Grant funds to projects at the park.

Petrossi previously said the recreation department submitted a proposed project list including the rehabilitation of the restroom facilities, rehabilitation of the first shelter house, new playground equipment near the park entrance and installation of a basketball court on a paved area.

Legislation authorizing the advertisement for bids for the Tweed Avenue bridge replacement project and the 2011 Community Development Block Grant street improvement project were also approved by the council.

And the council approved a change in the city's table of organization to allow the hiring of temporary employees.

The council also heard a second reading of an ordinance changing the penalties for residential and business fire and safety alarms.
