23 issues before Harrison County voters
By JOSELYN KING, Special to the Herald-StarCADIZ - Old taxes are up for renewal in Harrison County on Nov. 3, and residents also will be asked to approve more money for the county's libraries and sheriff's department that day.
Election Day will bring 23 issues to Harrison County ballots, though just one is a request for new tax dollars.
The Puskarich Public Library has placed on the ballot an additional levy for 1 mill for five years to cover current expenses. Money generated will go toward operation of the Puskarich Public Library, the Clark Memorial Branch and the Scio Branch Library.
The levy goes on the ballot just as the Ohio General Assembly, in its recently passed biannual state budget, cut state funding to Ohio's libraries by 30 percent. This resulted in a loss of $84 million over the next two years.
There also are three other countywide issues in Harrison County:
- The Harrison County Sheriff's Department is seeking to increase a current levy, worth 0.25 mill, with the addition of a half-mill, resulting in a 0.75-mill replacement levy going before voters. Resulting funds would provide police protection, pay salaries and maintain equipment.
- Harrison County Home - Renewal of a 1-mill levy for maintenance and operation for five years.
- Harrison County Children Services - A .05-mill replacement levy for support of children's services and the care and placement of children.
The county's school districts are asking voters to renew or replace two existing levies:
- Harrison Hills School District Renewal -A 3-mill permanent improvement levy for five years.
- Conotton Valley Union Local School District Renewal - An 8.3-mill levy for five years for "preventing an operating deficit of the school district."
The district is also putting before voters a replacement levy for 2 mills for five years for permanent improvements.
In Cadiz, there will be a referendum on the ballot to "authorize all action necessary to affect an opt-out natural gas aggregation program."
Voters also will see issues on the ballot pertaining to local townships and small villages.
- Monroe Township - Replacement of .05-mill levy for five years for fire protection.
- Monroe Township - Replacement of .05-mill levy for five years for cemetery maintenance.
- Moorefield Township - Replacement of 2-mill levy for fire protection for five years.
- Moorefield Township - Replacement of 0.4-mill levy for cemetery maintenance for five years.
- Shortcreek Township - Replacement of 1-mill levy for fire protection for five years.
- Stock Township - Replacement of 1-mill levy for fire protection for five years.
- Freeport village - Replacement of 2-mill levy for current expenses for five years.
- Freeport village - Renewal of 0.89-mill levy for current expenses for five years.
- Harrisville village - Renewal of 3.12-mill levy for current expenses for five years.
- Harrisville village - Renewal of 1.5-mill levy for current expenses for five years.
- Jewett village - Renewal of 1-mill levy for current expenses for five years.
- Jewett village - Renewal of 1-mill levy for current expenses for five years.
- Scio village - Renewal of 1-mill levy for police protection for five years.
And local options on the ballot will be decided in two communities:
- Franklin Township/ Village Precinct - Ferguson III doing business as Deersville General Store - an applicant for a C-1 beer permit for on/off premise sales and also Sunday sales.
- German Township Precinct - Mike and Tina Sweat doing business as The Pit Stop of Annapolis - an applicant for a D-1 beer permit for on/off premise sales and also Sunday sales.
