Cove School asbestos contract reviewed

The Weirton Finance Committee reviewed a resolution concerning a contract with Mid-Atlantic Environmental Consultants for the asbestos inspection of Cove School.

Chief Code Official Rod Rosnick informed the committee the City of Weirton was not granted the Environmental Protection Agency grant it applied for to help with the abatement and demolition of the vacant school building. Without these funds, he noted his department would have to move forward with these phases itself.

“Mid-Atlantic performed the first phase asbestos inspection,” he said. “Regulations say we need someone to go in for the second phase before we abate.”

Rosnick explained this inspection will mark what areas and items need to be abated. He stated this is helpful to make sure whatever company removes the asbestos takes everything they need to and nothing else.

The committee approved the resolution to go before Weirton City Council for review at its meeting Monday.

In other business, the committee approved a resolution to purchase two pre-owned Jeep vehicles for the Inspections Department. According to Rosnick, these vehicles were 2006 models with less than 26,000 miles on each.

“The ones we will be replacing were purchased after they were taken off the road by the state,” Rosnick said. “We got an additional five to eight years out of them.”

The committee also approved the following resolutions for review by Weirton City Council:

¯ Resolution to authorize the City of Weirton to participate in the Pennsylvania Capital City Automotive and Equipment Contract.

¯ Resolution to authorize a jointly sponsored July 4 fireworks display by the City of Weirton and City of Steubenville.

¯ Two resolutions authorizing the acceptance of a contract for the Governor’s Community Partnership Participation grant program for $10,000 in Legislative Digest funding for the Friends of Starvaggi Park.

¯ Resolutions to enter into contract with Mountaineer Gas Company for the relocation on the Penco Road gas main.

At the conclusion of the meeting, Chairman Harold Miller reported he would be leaving the board. Miller reminded members he made this announcement two months ago and stated a councilman would be appointed to replace him. He stated he believed council representation on the Finance Committee should be rotated in order for each councilman to experience what is accomplished by the committee.
