Perhaps they could shop around and determine if there are better rates to be had, Then go to the state. I doublt very much that the state can legally break a binding contract, however.

It is unlikely that they can do better than a contract with the local electric service provider, but they can try.

Or, they can go solar, as our president suggests we all do, correct?
