I fail to see what women serving in the army has to do with the school's transportation using chains.

Mr. Sanders is using that quip in reference to teachers being able to use snow days which he considers a waste of money. Mr. Sanders conviently left out the 167K he voted to give Jerry Owens former 3 week super in Edison. Mr. Sanders also forgets that chains will chew up the roads causing taxpayers even more money, but he has never been afraid to spend a quarter to save a nickel.
