Well, he sure takes recommendations from the Constitution, when it benefits him. "He shall from time to time give to Congress information of the State of the Union and recommend to their Consideration such measures as he shall judge necessary and expedient". He does everything against the constitution if it benefits the "People"! He's a clown!
