First off, I am glad you and your family are safe.
I believe hindsight to be 20/20 The school system is not just one school and they tend to follow the same guidelines throughout. The idea is that no one can be sure the roads will be cleared an any specific time so they break classes as early as possible to safeguard our children. We never know with the weather what is going to happen, Just because it slowed in the snowing after the schools let out does not mean that is the norm.
