Pugliese grant helps with stadium lighting

Why is it when some wealthy are approaching death they create foundation and donate so much? Why don’t they do these good deeds when they are alive? Charles Pugliese brought so much grief to those who lived in his buildings. I can recall seeing him on channel 9 news and the judge ordering him to repair his buildings. He would just pay the fine and leave the buildings as they were. Why didn’t he perform these deeds when he was alive? He could have helped so many of his tenants. Just wondering
