STEUBENVILLE — City Manager Bruce Williams urged his fellow commissioners on the Jefferson Metropolitan Housing Authority to work with citizen groups and city officials to resolve public housing issues.

It was the second month in a row for Williams to publicly address what he called, “crime that follows Section 8 public housing.”
